About Us

With 50 years serving as the Engineer of Record responsible for the design and construction of the MEP portions of more than 1300 building construction projects and more than 30 years of providing forensic engineering reports Gerald Spencer, P.E. has also been providing attorneys with licensed professional engineering expert opinion and testimony in legal forums concerning HVAC, electrical, plumbing, cryogenics, ventilation, contract contract compliance, construction cost estimating, construction contract acquisition, construction contract administration, and other construction matters to support litigation since 2001.

ELECTRICAL ENGINEERING

Gerald R. Spencer, P.E. is registered electrical engineer with experience at the Engineer of Record (EOR) for the design and the construction of the electrical systems for more than 1300 privately funded projects and publicly funded construction, improvements and remodeling projects. These federal projects required a knowledge of DoD Criteria, Corps of Engineers Technical Manuals, NASA, USAF, NIMA, and Department of State Design Guidelines, plus the rules and regulations governing military construction acquisition FAR's and DFAR's. Federal projects normally require that we document all of our design calculations and all of our design decisions into a Formal Report or Design Analysis to justify our systems design configurations, system calculations and design decisions. This documentation is normally reviewed with comments provided to us by our federal agency client's in-house engineers for us to respond as a part of the normal project design phase. Gerald R. Spencer, P.E. is the Engineer of Record responsible for the design and the construction of more than 1300 Interior and Exterior Lighting Design, Interior Electrical Power Distribution, Exterior Power Distribution to Class 35kV, Large Un-interruptible Power Systems, Large Emergency Parallel Power Generation Systems to 11.4 mVA, Electrical Power reliability and quality Analysis, Harmonic and other irregular electrical current analysis with remedial correction recommendations and designs for corrective modifications to eliminate operational problem occurrences caused by electrical power quality. MECHANICAL ENGINEERING

HVAC MECHANICAL ENGINEERING Gerald Spencer, P.E. is hands-on experienced with designing and constructing HVAC systems, diagnosing operational problems, and proposing long term and short term solutions to these problems. Gerald Spencer, P.E. is particularly well acquainted in building operations and communicate very well with operating and maintenance personnel.Gerald Spencer, P.E. is at home with tools and instruments, as compared to the clean hands ivory tower type of engineer. This attitude generally shows through and makes Gerald Spencer, P.E. is more compatible with your operating and maintenance personnel. Gerald Spencer, P.E. will always take the time to explain any changes in operating and maintenance procedures to your personnel so that they will fully understand and mainly believe in any procedures that we recommend. Gerald Spencer, P.E. has extensive experience determining HVAC system requirements. Gerald Spencer, P.E. has performed analysis of many HVAC systems as listed in detail below. Gerald Spencer, P.E. is familiar with all of the ASHRAE handbooks, DoD Criteria, NASA-JSC Construction Criteria, Corps of Engineers Technical Manuals, Department of State design and the construction Guidelines, NAFAC criteria, USAF facility criteria, and other rules and regulations governing federally funded construction. Gerald Spencer, P.E. is the Engineer of Record (EOR) for more than 800 privately funded mechanical engineering HVAC projects plus more than 400 federally funded mechanical engineering HVAC projects. Gerald Spencer, P.E. has extensive experience in the field of federally-funded construction, improvements and remodeling. These projects have been located in Arctic, Desert, Coastal, Earthquake, High Altitude, Monsoon, and Hurricane Prone areas. Federal projects normally require that we document all of our design calculations and all of our design decisions into a Formal Report or Design Analysis to justify our design. This documentation is normally reviewed and commented by the federal agency in-house engineers during the project design. Spencer, PE is the Engineer of Record (EOR) for the design of the plumbing systems in more than 1,300 construction projects over the past 48 years. Gerald R. Spencer, PE is experienced in the design of all types of plumbing systems such as high rise domestic cold and hot water pressurization, fire standpipes, fire sprinklers, domestic hot water generation by heat of compression reclaim, medical gas distribution systems, laboratory services, sewage treatment, water wells, domestic water systems, storm sewer systems, sanitary sewer systems, natural gas distribution systems, backflow prevention systems, gray water systems and FMC & Halon fire protection systems. These projects have been located in Arctic, Desert, Coastal, Earthquake, and Hurricane areas. PLUMBING REVIEW BOARD Gerald Spencer, P.E. has served 44 years on the City of Houston Plumbing Review Board. He is currently the chairman of that board. Gerald Spencer has been re-appointed by each Mayor since 1970 when he was initially appointed by the then Mayor Louie Welch. Each subsequent City Mayor has replaced every appointed member of the board except for Gerald Spencer. HIGH RISE PLUMBING SYSTEMS: Gerald R. Spencer, PE is the EOR for plumbing systems for facilities up to 19 floors in height INDUSTRIAL PIPING: Gerald R. Spencer, PE has experience with the design of industrial piping systems and with steam and process distribution piping design in refineries. Gerald R. Spencer, PE has designed chilled water for systems as large as 12,000 tons, steam piping for pressures as high as 400 psig and condenser water systems as large as 12,000 tons.
