TECHNICAL ARCHITECT EXPERIENCE

Architect in charge of design and documentation and construction of over 500 units of multi family housing, recreation centers, medical center, schools,

Contract administration and technical oversight for $340M Police Headquarters, $50M Police Headquarters, $340M Courthouse, numerous major office buildings and prison projects.

Oversaw the renovation and restoration of a two year old condominium building with serious building envelope failure and water intrusion. The failure resulted in serious rot damage. I determined the causes of the leakage and made recommendations as to their cost effective remediation. This case resulted in a negotiated settlement.

EXPERT WITNESS EXPERIENCE AND RESULTS

Testified in court as an expert witness regarding an explosion and fire case. My team disproved the insurance company’s claim that their client had committed arson on his own building. The client was awarded the full value of his insurance policy, plus interest and all costs.

Reviewed the evidence and provided an opinion in a construction delay claim on the Boston Big Dig. I demonstrated the claimed delay was within the control of the contractor and not caused by the owner as claimed by the general contractor. The claim was denied based in part on this opinion.

Testified in court as an expert witness regarding construction costs of a shopping center development using historical data. His analysis was accepted without dispute by the opposing side as the correct basis for settlement. Our client was successful in their case.

Investigated water intrusion into an occupied basement area in connection with an insurance claim. I determined that the water intrusion was caused by gardeners damaging the foundation waterproofing. The claim was denied.

Assisted with the analysis of the World Trade Center collapse on 9/11. I helped assess the key issue of the extent of the “linkage” between the two towers to determine if this was one insurable incident or two. The courts determined it was one incident.

Deposed as an expert witness in a case regarding a general contractor’s responsibility for the quality of construction on a residential project. I testified that it was the contractor’s responsibility to ensure that the subcontractors on a residential construction project provide work that meets an acceptable level of quality and that the general contractor is responsible for the warranty. The case was settled after I was deposed with a favorable settlement for our client. .

Provided evidence in a roofing tile defect case. I demonstrated the roof tile failure was due to faulty manufacture of the product and not incorrect installation. This was part of a class action. Thousands of homeowners obtained relief based in part on my evidence.

On behalf of the insurance provider, analyzed alleged seismic damage to numerous multifamily residential buildings 10 years after the Northridge earthquake. No damage was found and the insurance company denied the claims based on this analysis.

SELECT PROFESSIONAL EXPERIENCE

Senior Contract Administration Architect, AECOM, Los Angeles,
Assumed management of a $50M construction project that was losing money for AECOM. The contract documents were in poor shape and construction was about to begin. I completed construction contract administration through the construction phase below the fee budget and saved fees of $60K on final documentation alone. Construction costs were $15M below budget and the client is very happy.

Provided construction contract administration and technical input on the $340M LAPD headquarters building in Los Angeles. In spite of having a highly litigious contractor and a challenging client, this project was completed without claims and within budget. The project was technically challenging and required constant input and resolution of technical issues.

AECOM had acquired a number of firms throughout North America. As a result, there was no comprehensive system of contract administration across all offices. I co-wrote a standard, “how to do it” and operations manual for use by over 100 North American offices.

Senior Program Manager, JGM Architects, Los Angeles
Provided design management for the $2.2B Los Angeles Community College Bond Program. I oversaw the quality, cost and timeliness of design services provided by all the consultant teams for the nine campuses. I was responsible for obtaining the best design and documentation for the program within the budget. I developed district wide initiatives in waste recycling and Educational Computer kiosks.

Technical Project Manager, Bovis Lend Lease, Los Angeles, CA
Managed preconstruction services for a $300M Los Angeles Fire Bond construction program. I was responsible for all technical, LEED and program aspects of the construction documents for 21 new fire stations. I provided document review of all construction documents during the design phase. I refined the architectural program for all stations. I ensured that the stations were designed to consistent, cost effective, high, standards. I performed feasibility and comparison analysis’ of various developmental options.

Managed the construction contract administration for five 60,000 to 80,000 sq. ft. commercial buildings in greater Los Angeles. I provided technical expertise and coaching to the junior staff on several other large commercial projects.
