Forty years’ experience in engineering and environmental geology, and project management related to evaluating geologic hazards for land use, project planning, facility siting, design and environmental and hazardous materials concerns.

Mr. Seeley has provided expert testimony and consultation at planning commission, city council, county supervisor hearings, and for litigation in superior court, involving earth movement, flood, drainage, earthquake, and soil and groundwater contamination cases, and has served as an expert science panelist in a major civil environmental case involving solvent and hydrocarbon impacted ground water and soils.
Experience:
Mr. Seeley's management experience includes managing, administrative and technical aspects of environmental and geotechnical projects, marketing technical services, employment, training and management of technical and support personnel, and Co-founding and managing Geoscience aspects of consulting firm which obtained gross sales up to $1.25 million per year. From 1988 through 1991 managed Herzog (Huntingdon / HIH) Environmental Services Division, and increased professional staff from 4 to 12; organized the division into Solid Waste Engineering, Hydrocarbon RI/FS, Environmental Site Assessments groups, and initiated the firm's Industrial Hygiene program; prepared / implemented ESD's marketing plan, annual and 5-year business plan. Responsible for P/L, reporting to CEO, budgeting, purchasing, subcontractor management, proposal preparation, presentations to clients, and quality assurance review. Since 1991 establishment of Environmental Geology Services, additional management experience includes sub-consultant management, billing, A/R and P&L reporting, HR and insurance procurement.

Mr. Seeley's experience in environmental consulting includes: CEQA evaluation of a Class 3 landfill closure plan; US-EPA site hazard ranking of former Class I hazardous waste site; research and co-writing of research report on automated UST inventory and leak detection technology; geohydrologic study for expansion of municipal sewage sludge ponds; investigations and remedial recommendations for UST fuel leak sites and fuel spills; management of abandon UST removal and disposal; aquifer tests for groundwater resource evaluations for residential and industrial development; installation and sampling of groundwater monitoring wells; groundwater resource evaluation and aquifer pump tests for private utility company; liaison to North Coast, Central Valley, and San Francisco Regional Water Quality Control Boards and County and local Health Districts and Agencies; preparation of Work Plans and remediation plans for hydrocarbon, chlorinated solvent, MTBE, heavy metals and asbestos impacted sites. Managed numerous site remediation and case closure projects for gas stations, dry cleaners, construction sites including emergency remediation.

In engineering geology Mr. Seeley's experience includes exploration and research for active fault evaluations for the Trans-Alaska oil pipeline; Nuclear Power Plant Siting Studies in California, Texas and Washington, and review of NRC quality standards; evaluations of faulting and reservoir induced seismicity for large dams in California; regional faulting studies for US AID/ Costa Rica project, geologic mapping for planning new city/industrial complex in Kingdom of Saudi Arabia; preparation of seismic safety element for City of Pleasanton, CA, General Plan and seismic, geologic and hazardous materials sections of the Sonoma County General Plan 2020 update; technical reviewer for a number of fault exploration studies along the Rogers Creek-Healdsburg fault in Sonoma County; evaluation of surface faulting and seismic damage effects from numerous earthquakes including the 1989 Loma Prieta earthquake on the San Andreas fault system, conducted active fault investigations for developments along the San Andreas fault zone; siting studies and investigations for small dams in northern California, and part of study team evaluating the Safety of Dams for all agencies within the U. S. Department of Agriculture. Forensic investigations of numerous foundation, retaining wall, and slope failures throughout the greater San Francisco Bay Area due to 1980-82 and 1986, and subsequent winter storms, for major insurance companies. Team member for USDA North Coast River Basins planning staff for evaluation of effects of timber harvesting on river and stream erosion 1969-70.
