Jessica Starns

Jessica Starns is the former Executive Counsel for the Louisiana Office of Alcohol and Tobacco Control.  She has also served as Special Counsel to the commissioner of the LA Division of Administration, and as Special Counsel to the governor of Louisiana on budget, tax, and commerce legislation. Starns currently provides legal, lobbying, licensing and regulatory compliance, and public relations services to a diverse array of clients. Starns frequently speaks on alcohol policy at various state and national conferences. She has drafted over 35 alcohol and/or tobacco related bills, promulgated over 20 administrative regulations, and produced numerous policy opinions regarding alcoholic beverage and tobacco control laws and regulations.

Jessica Starns is a graduate of Chapman University, Dale E. Fowler School of Law where she was appointed to the Honor Council, was an administrative law research assistant, and was a member of the Tax Law Society and Public Interest Law Foundation. Starns obtained her Bachelor of Arts degree from Tulane University with a double major in sociology and mass communications.
